Well, is it a profitable business structure?  Polling that much that often has a large price tag, so unless they are commissioned specifically by campaigns, most districts won't get polled.

You know, it would be kind of awesome if some multi-millionaire just founded a polling firm himself, and shelled out like a Million a year to poll every competitive district multiple times in election years.

If I only had a billion dollars . . .
