Rhode Island isn't very liberal at all, just heavily Democrat. The city of Milwaukee is also heavily Democrat, but I wouldn't call it liberal. Rhode Island is a pro-life state.

The answer is easily Vermont.

I think Vermont and N. California are more liberal than Mass.  You have a lot of conservative Catholic Democrats in Mass.

Neither Massachusetts or RI are really that liberal, just very partisan Democrat. I'd vote Vermont as the most liberal state period.

Yeah, and if it weren't for Philadelphia, Bush would have won PA with 56-58%% of the vote, but not much we can do about that.

Yes, and without those troublesome rural areas Kerry would have a landslide. ;-)

Vermont, followed closely by Rhode Island.

No, there is quite a bit of social conservatism in PG County, and parts of Baltimore.

Baltimore may have been horribly mismanaged and destroyed by Democrats over the years, and the state may vote Democratic, but yeah, Vermont/Rhode Island are definitely more liberal.
