Does anybody know what sort of Republican Hoeven is?

Is he a moderate (like Lugar) or more of a firebrand (like Inhofe)?

Definitely not a firebrand. He's governed as a "moderate", but I assume he'll vote like a party-line backbencher.

Actually he was a Democrat and he seems to be a populist. Certainly his rhetoric couldn't be further removed from  that of a teabagger/corporate Republican.

He says he is a moderate. I trust him, because he has been a very moderate governor. but in the senate, he will always vote against obama. These things happen: Gillibrand used to be a conservadem and now she always votes with dems.

This was almost certainly because she represented a historically Republican district in the House, but upon her Senate appointment she represented a much more Democratic constituency. Hoeven, on the other hand, has the same constituents as Governor and Senate.

Yes, you're right, but it simpler to be a moderate governor than a moderate senator in a conservative state.
