I believe that the Senate doesn't get to vote on the preliminary maps, just the finalized version submitted to the Senate.

Apportionment of States to Districts Amendment, passed 29th July 2004
Districts do not have to be contiguous, however, there can be no more than one state dividing the states in a district. The difference between the number of registered voters in any two districts shall be no more than three more than the minimum possible difference under constitutional rules. The Governors shall arrange the set-up of the districts, and, with a two-thirds vote, approve the final version. A census of registered voters shall be administered every four months which will determine the districts. Districts shall be numbered, the district with the lowest number of states shall be called district one, and so on up to district five. A new amendment need not be formed in order to change the districts. An up-to-date list of the districts and their respective states within shall always be displayed within this amendment.

Only the Governors need be involved.

What happened to this being a Governors Only thread? Excuse me Governor Wildcard, lets vote on 1 at a time. Basically we dont need to be regional, districts can be spread out, lets work on that. It might be confusing but it could work in the long run. It sucks because NY & PA are like its own district in essence.

What is the plan then Ernest? Are we voting on Plan K? I also urge the Governor to get AIM.

Plan K is the plan I currently want a vote on.

I support plan K with the following swaps between Districts 3 and 5: ND, MN, IA, and MO.

If the other Governors would prefer the original plan K, I will support this as well.

BTW, I think plan K1 changes the Districts of five states: MD, DE, VA, MN, and NM (+DC).

I have no problems with K1, but Gov. Wildcard has indicated in the past that given a choice between plans that put Minnesota in D5 and Iowa in D5, he'd rather have Iowa.

Look... either you do what John has advocated in this thread (and I have in another) that we go back to Regional Senators in some form, or you do what Ilikeverin adovactes and just ignore Regions completely.

You can't have it both ways and expect people to take you all seriously.

Here's what I propose:
All the Governors should cast a vote ranking four choices:
- Plan J
- Plan K
- Plan K1
- None of the Above

A plan must be ranked above "None of Above" by four Governors to be enacted.  Among the plans that are approved by four Governors, the one with the most support will be enacted.

My vote:
1.) Plan K1
2.) Plan K
3.) Plan J
4.) None of the Above

Since K1 only got the approval of 3 of the governors, then it comes down to a two way contest between J and K and J was preferred over K by 3  with K preferred over J by only 2, so I'm assuming that J is the plan we've adopted.



And if that's not good enough for the Attorney General, I'll switch my preference to J, just so we get this over and done with.

What is the primary objection to K1?  I drew it up as a compromise between J and K, and it moves very few states.

But as I've indicated before, I will support any of these plans, but switching my vote wouldn't create a 4-1 margin in any case.
