Sleepy, I am looking at what Powell is saying.  You quoting, largely, what the reporter is saying.  They was no vacancy to fill when Powell made the comment. 

You are quite silly.

If you really believe that you are quite sad.  Powell was asked about a rumor that he would not serve in a 2nd Bush administration.  He scoffed at it.  Now if he REALLY had always intended on serving only one term and wanted to be honest about it he would have said, "I plan on serving out this term but do not intend on being part of a 2nd administration."

No one here seems to remember that the cabinet members (all of them) submit their resignations at the end of the term.  It is up to the President to accept the resignations or appoint them to a different position.

so the buzz on talk tv last night was that its a loss for the center & center-right of the republican party.  Condi replaces Powell was talked up quite a bit.  I, for one centrist, have no qualms with Condi.  She's trusted by Bush and like by Bush in a way Colin wasn't.  I think that lends stability, and greater credibility to the SOS post.  I was never too keen on having powell in that position, and stated as much, repeatedly.  Generals should not be Secretaries of state, professors should.  This is an improvement, imho.
