Sanity In Child and Youth Sports Act

Violent, threatening, verbal abuse, or any other kind of unacceptable behavior on the part of so called Hockey Dads, Hockey Moms, or any other adult attending any child or youth sports event, of any sport, shall not be tolerated anywhere in the Northeast Region.

Such behavior shall result in the immediate dismissal and banning of said individual or said individuals from the event.  

The length of time of the banning shall be dependent upon the seriousness of the infraction on the part of the individual or individuals.  

More than three offences shall result in the permanent banning of these individuals from any child or youth sports event within the Northeast Region.

Distracted Drivers Act

The following activities shall be illegal when operating a motor vehicle anywhere in the Northeast Region

Talking on a hand-held cell phone
Texting/e-mailing
Using electronic devices like laptop computers, tablets, iPads, video games, cameras, video
entertainment displays and programming portable audio players (e.g., mp3 players)
Manually entering information on GPS units
Reading printed material like a book or a magazine
Writing, printing or sketching
Personal grooming like combing your hair, applying makeup or brushing your teeth
Using a 2-way radio or what is commonly referred to as a CB (Citizen’s Band) radio, with exceptions as follows:

Drivers will only be able to use CB radios if they are operating pilot vehicles and must maintain contact with another vehicle; they are using the radio to contact their employer where the employee is required to maintain radio contact; to participate in a search, rescue or emergency situation; or when the CB is operable in hands-free mode.

First offence $200.00 fine
Second offence $400.00 fine
Third offence $600.00 fine
Fourth offence $800.00 fine and suspension of drivers license

Conviction of a fourth offence shall also result in mandatory attendance at a safe driving course sponsored by the government of the Northeast.

Amendment to the Northeast Education Improvement and Modernization Act
The following changes shall be made to the Northeast Education Improvement and Modernization Act of 2013:
1. Section 3, Part 1 is hereby amended to read:
"Counties are granted full administrative, curricula and extracurricular jurisdiction over all public school districts within their boundaries if they choose to exercise this power.
2. Section 4, Part 1 shall hereby be amended to read:
"All public schools up to university level, public and private will be exclusively funded and administered by municipalities of the Northeast Region."
3. Section 4, Parts 2, 3, 4, 5, and 6 are hereby repealed in their entirety.
4. Section 5, Part 3a is hereby repealed in its entirety.
5. Section 7, Part 3 is hereby repealed in its entirety

Another SOAP amendment

The Northeast SOAP is hereby amended to read;

Section 3, subsection 5 is hereby amended to read;
A final vote on the proposed legislation shall take place after the Speaker certifies the vote on any proposed amendments (or, if there are no such amendments, at the end of the debate period). Such votes shall be open for 48 hours , or until all Representatives have voted, if earlier.  This text shall not be interpreted as to deny Representatives the right to change their vote before the Speaker has officially closed voting via a post in the appropriate legislation thread.  A piece of proposed legislation shall pass if a majority of Representatives vote in favor of it (with abstentions and absences not counted as votes).

Section 3, subsection 12 is hereby added to the SOAP and will read;
"In the event that passed legislation is vetoed by the Northeast Governor, any Northeast Representative may motion for an override vote within the initial 48 hours succumbing the official decision.  An override vote shall last 48 hours, or until all Representatives have voted, if earlier.  This text shall not be interpreted as to deny Representatives the right to change their vote before the Speaker has officially closed voting via a post in the appropriate legislation thread.

A subsequent section shall be added to the Northeast SOAP, to be titled "Amending the SOAP";
"In recognizing that the Northeast Assembly has the right to determine its own operating procedures without outside approval, future amendments to the SOAP will no longer require the Governor's signature upon passing."
