The Northeast Regional Lottery Act

A bill to establish a Northeast Regional Lottery Commission and lottery.

Be it enacted by the Assembly of the Northeast region convened…

SECTION 1: TITLE

This legislation may be cited as the “Northeast Regional Lottery Act of 2013”

SECTION 2: FINDINGS

It is has been determined by the Assembly of the Northeast Region that;
1.   Revenues from a lottery system would benefit the educational system in the Northeast

SECTION 3: REGIONAL LOTTERY COMMISSION

1.   A Lottery Commission, henceforth references as “the Commission”, shall be established by the Northeast Treasury Department whose responsibility shall include creating, administering and maintaining the lottery in the Northeast as well as collecting and distributing revenues to appropriate parties.
2.   Revenues of the state lottery shall be allocated so as to maximize the amount of funding allocated to public education
3.   The Commission will be self-financed through revenues collected through the selling of lottery tickets.
4.   Employees of the Commission may not participate in the lottery nor may they collect prize money.
5.   People who are at least eighteen years of age may participate in the lottery.

SECTION 4: REVENUES

1.   A maximum 10% of revenues collected by the Commission may be used for administrative business including staff salaries.
2.   A maximum of 20% of revenues collected by the Commission may be used for lottery winnings and prizes.
3.   A minimum of 70% of all revenues will transferred to the Treasury to be used to finance education programs in the Northeast.
4.   All unclaimed prize money shall revert to the benefit of public education
5.   All of the interest earned upon funds held in the State Lottery Fund shall be allocated to the benefit of public education,

SECTION 5: DEFINITIONS

1.   Parties – Defined as the winner of the lottery as determined by the Commission or the Treasury.

The Restoration of Pacific Order Act

1. So as to guarantee order and stability on the western border of the Region of the Northeast, the Northeast National Guard shall enter Pacific territory to guarantee stable and efficient government until such time as the Pacific is able to govern itself.

2. Until the Pacific is able to govern itself, all Pacific territory shall be considered temporarily annexed by the Region of the Northeast. During this time Pacific residents afforded every right that would be given to any Northeast citizen.

3. Federal elections in the former Pacific region will be administered by a caretaker governor, appointed by the Governor.

4. Declares that the Imperial Dominion of the South's claims on the Pacific are illegitimate and henceforth invalid in all areas governed by the Northeast.

II. The cases for all those who currently sit on death row are remanded to the Court for a new legal punishment.

SECTION 5.

I. This bill shall go into effect immediately upon its passage.

Section 3.

1a. The money appropriated in Section 3 Part 1 shall be dispersed in proportion with the population of that state with a minimum threshold of $100 million to each state.
2. The money appropriated in Section 3 Part 1 and Part 2 shall be used for job training programs. The programs will be open to citizens who show evidence, as defined by the Department of Labor, of trying to relocate or securing a job in the Northeast. States may charge non-Northeast residents a fee of no more than $100 to partake in the job training program. Northeast residents may not be charged for the program.
3. The state department of Labor, or relevant department,  will work with non-profits, municipalities, and local businesses to define these programs based on the needs of the job market in that area.
4. Each state shall open at least one job training center, if one does not already exist, in every city with a population over 250,000. States are free to use other organization's space with that organization's explicit permission.
5. The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law.

Section 4.

1. This bill may not be renewed by the Assembly. It is meant as a one-time stimulus for the economy. Once the money is gone, the program is over.

2. In order to be eligible for the tax cut, those businesses must also meet all municipal, state and regional regulations.
3. Any business receiving a failing grade from a municipal agency charged with health inspections shall not be eligible for the tax cut.

SECTION 5.

1. The Department of Agriculture shall implement this bill within 6 months of the date of this bill's passage by the legislature.

2.   The money appropriated in Section 4 Part 1 shall be dispersed in proportion with the population of that state with a minimum threshold of $100 million to each state.
3.   The money in Section 4 Part 1 shall be used by the state for education, including libraries and public learning, related expenditures including scholarships and grants for students in addition to public libraries.
4.   States may distribute money to municipalities but it must be used in the manner specified by Section 4 Part 3 of the Governor’s Large Package Act.
5.   The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law. 

Section 5: (15%)

1.   $1,378,800,000 is hereby appropriated for Section 5 of this Act.
2.   The money appropriated in Section 5 Part 1 shall be dispersed in proportion with the population of that state with a minimum threshold of $100 million to each state.
3.   The money in Section 5 Part 1 shall be used by the state for health care related expenditures including but not limited to: hospitals, health care, mental health care, community health centers, preventative medicine, health and medicinal related research expenditures.
4.   States may distribute money to municipalities but it must be used in the manner specified by Section 5 Part 3 of the Governor’s Large Package Act.
5.   The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law. 

Section 6: (30%)

1.   $2,757,600,000 is hereby appropriated for Section 6 of this Act.
2.   The money appropriated in Section 6 Part 1 of this act shall be used to reduce the regional sales tax to 1.828% until the appropriated funds run out –then the rate shall return to 2%.

Section 7:
1.   This bill may not be renewed by the Assembly. It is meant as a one-time stimulus for the economy. Once the money is gone, the program is over.

But if the Governor is the Warden, then why would the Speaker be Hand of the King?

Though the Lt. Governor is nominally second in command, the Speaker is really the one who makes sure legislation gets through the queue, just like a Hand would in the King's stead.

I made the initial positions after "The North" in Game of Thrones. Cynic is being a bit more honest than me by making it a "Warden" instead of a King. Could do Hand of the Warden...Master-at-Arms possibly?
