I heard about this idiotic suggestion in the article on the ten toughest sheriffs.

Comically dumb. Imagine if an American enters Canada illegally and causes trouble and Canada sues the US for it to get an idiotic how blatantly idiotic this is.

I don't think Mexico, which is an internationally recognized sovereign entity, would permit itself to be sued for such a thing.

Well, given how Mexico has treated it's illegal-emigrant problem, it's fair to say they are at least partially responsible for it.  But Suing them?  I'm not an expert on international law, but I don't think that's even possible.  It would be vastly more effective to just threaten to cut some of their aid until they decide to do something about it.

What court would even hear the case if Mexico doesn't consent to the suit--and it probably won't?  No U.S. Court would (or could) allow a lawsuit against a sovereign state that refused to consent to the suit proceed.

Hmmm . . . . not a bad idea.

Only it is.  There's no way to effectively do that as it would just give the Coyotes another industry (money-smuggling) from which to make a significant profit.

I don't believe individual states have the power to sue a foreign nation.  They would have to go through the Federal Government.
