Vice President Al Gore shocks the nation by announcing he will not run for president in 2000, but has not ruled out a future run.

Bush defeats the Democratic nominee (you decide who it is). 

In 2004, Gore decides to run, and wins the nomination.   Who wins?


I think Gore could win because:

-No election 2000 problems/baggage
-People would once again think of a Bush being beat by Gore on the ticket
