I said it before that I'm not a big fan of this proposal.

But anyway, something is missing in this proposal. There must be a time limit be set up when the poster must have the 75 posts. After this time he will be removed from the Pre-registration list.

I would suggest a time limit of a month.

I agree, there should a be a time limit. Being on the "Pre-registration list" should be for an eternity in length.

Perhaps in order to make the job easier for the registrar general, we could create a stickied thread titled "intent to register" which does not actually mean registration, but indicates that a poster on Atlas intends to register in Atlasia upon his or her fulfilling of the citizenship requirements.

This keeps the list loose-based and removes most responsibility from the registrar general while also giving Atlasians a general idea of which new users are showing interest.

If the intention to register was also included with a party, that party could send a friendly reminder to the user when he or she nears his or her fulfillment requirements.

This is an excellent idea, IMO.

I don't like the pre-registration thread idea.  It would be minimally used, create another complexity for newbies (I think we're tring to make things easier?), and there are already too many stickied threads.

I don't think this would be overly difficult for the RG to manage.  Just add a note in the comments section, saying something like "registration valid when 75 posts attained".  Then it would have to be checked when updates are made.  I really don't think there would  be a large number of these.

Mightn't be a bad idea.

Amendment offered as friendly:

An Atlas poster who has not met the requirements for registration in Atlasia may make his/her intent to participate in Atlasia known by posting in a thread designated for pre-registration.  This indication of future participation is not binding and the poster must still register once the requirements have been fulfilled.

Thoughts?  Changes?  Cookies?

Yes, I oppose Snowguys amendment. I'm not a big fan of HW proposal, but I can live with a Pre-Registration-List + time limit.
