I like the idea, but I think the bill should be expanded in scope to deal with all invasive species.  I can tell you that while kudzu is a pest, the Emerald Ash Borer could prove to be devastating to ecosystems and economies across the entire extent of Ash tree growth.

In the Midwest, Mideast, and Northeast, billions of ash trees will die as the larvae of the EAB bore in under the bark feeding on the inner bark of the tree, cutting off the tree's flow of water to the leaves and sugars down to the roots.  

This is especially urgent when you consider that ash trees have been an integral part of making up for the massive losses of American Elms in recent decades due to Dutch Elm's Disease... both in the forests and along city streets.

This is especially devastating to the riverbottom ecosystem where Silver Maple, American Elm, and Green Ash are the dominant tree species.  With the elms gone, ash has become a larger part of the system with their adaptability to all sorts of climates.  With them gone, maple will be left to forest the lowlands alone.  One of the most productive ecosystems and an important part of water quality for all populated areas along the rivers, this will be devastating.

Still, a friendly amendment wouldn't hurt.

CONCERNING INVASIVE SPECIES‐NEED FOR AN ERADICATION OF KUDZU

WHEREAS: For the purpose of ridding Atlasia of the invasive species Pueraria
Montana, common name Kudzu, which is growing more common in the Imperial Dominion of the South and Mideast Region;and,

WHEREAS: Kudzu has been proven to damage crops, with average estimates reaching $500 million dollars annually as well as effects local plants and infrastructure in a given area where it grows out of control.

THEREFORE BE IT RESOLVED: The Senate of Atlasia shall encourage the removal and control of Kudzu within Atlasia through various methods including but not limited tocrown removal, grazing, controlled firing, and fungal herbicide. 

AND BE IT RESOLVED:  $1 $100 million dollars shall be appropriated to the Office of Internal Affairs to aid in the eradication of Kudzu within Atlasia.

I gladly supported this bill in the Mideast Assembly. But why not incorporate some of Snowguy's ideas for other decimating and active fauna diseases/destructants like the Emerald Ash Bore and Dutch Elm disease? It might be a tad more work in drafting, but would help to address such pestilents as a whole for the ecosystem rather than by individual species. It might also make the bill an environmental landmark ensuring your legacy (or not Wink).
