Yeah, while I detest commercial whaling as much as anyone 20-40 years in prison is insane. Most murderers and rapists don't get that.

I'd like to propose the following amendment:


Whale Protection Act
1) Whaling is banned in the Republic of Atlasia effective immediately.
2) Any person or firm found to be whaling shall be fined $500,000 per whale and face between 5 to 20 years in prison based on the severity of the crime.
3) A 10% tariff shall be imposed on all goods imported from countries found to be engaged in whaling.

I'd also like to ask the humble sponser what is meant by "countries found to be engaged in whaling"?  Does it mean countries that allow it?  Countries that do it themselves?  Something in between maybe?

I'd actually agree with you here. Maybe 5 million as a compromise?

When you say "countries engaged in whaling", is that applied to nations where it exists, just no action is being done, or nations where the federal government actually funds it?

I'd actually agree with you here. Maybe 5 million as a compromise?

5 million would be acceptable. And it would apply to both of those situations.

Ok, then it will be good to switch it to $5 million in my amendment.

Its the sound of large sums of cash being transfered from Norway to buy votes against this bill. Tongue Just like what happened with the Norwegian Free Trade act thingy last year.

I have a problem with this bill.  While commercial whaling should be illegal and those doing it face harsh penalties, I still believe that indigenous people should be allowed to kill whales for their own subsistence within their communities. 

Commercial whaling has been largely responsible for the destruction of whale populations and also results in pain and suffering for the whales.

Subsistence hunting by indigenous cultures that have a long tradition of relying on whales for survival should not be impacted by this. 

I'd like to offer this amendment:

Whale Protection Act
1) Whaling is banned in the Republic of Atlasia effective immediately.

2) An exception shall be made for indigenous groups engaging in whaling of non-endangered species within traditional fishing grounds and not exceeding 1 whale per 100 people in each tribe, with a limit of 10 whales per tribe per year.  Each tribe shall be allotted a permit for each whale and will be subject to inspections to ensure regulations are being followed.
 
3)  Any person or firm found to be whaling for purposes other than for the specific purpose described in part two shall be fined $5,000,000 per whale and face between 5 to 20 years in prison based on the severity of the crime.

4)  A 10% tariff shall be imposed on all goods imported from countries found to be engaged in whaling.  An exception shall be made for countries that allow limited subsistence whaling with regulations at least as strict as those described in part two of this bill.

What's more, anybody else's whaling already is illegal, and the penalties (and lack of a market o/c) appear to be absolutely sufficient as no illicit commercial whaling is taking place; and the Makah's right to whaling (though effectively nullified by the usual - in native issues in that state - coalition of racists, people who think nature is for photo backgrounds, and uninformed latte liberals) is protected by the Treaty of Neah Bay. Atlasia doesn't actually have the right to pass this bill, at least as long as the charade of US Successor Status isn't ended. Aleutians are allowed to hunt a few whales as things stand right now, not sure how well protected that right is.

We've been through this bill before. (Back then, I failed, by one vote IIRC, to prevent its passage, but I convinced President Ebowed to veto it.)
