A. Supporting Infrastructure is defined as any road, rail, pipe line, electrical power line, or any other implement necessary to support a development project.
Clause 1: $25 billion for the Secretary of Internal Affairs to distribute to the regions proportionally according to need for critical highway projects and highway maintenance.
Clause 2: $15 billion for education expenditures to be distributed to the Regions as follows and appropriated for the most pressing need in each region’s education system as determined by the Regional Gov’t.
Distributed as follows:
2. Mideast $5 billion
3. Southeast $3 billion
1. Northeast: $3 billion
4. Pacific: $2 billion
5. Midwest $ 2 billion
Clause 3: $8 billion for the Secretary of Internal Affairs to distribute to the regions proportionally for sewer and water treatment filtration upgrades and maintenance
Clause 4: $5 billion for development and construction of coal to liquid plants, and supporting infrastructure.
Distributed as follows:
1. Southeast: $2 billion
2. Mideast: $1.5 billion
3. Northeast $1.2 billion
4. Midwest: $ 800 million
5. Pacific: $500 million
Clause 5: $5 billion for Power grid upgrades and maintenance, distributed to the regions based on the Secretary of Internal Affair’s best judgment.
Clause 6: $3 billion for the construction of Wind Power plants and supporting infrastructure.
Distributed as Follow
1. Midwest: $2 billion
2. Pacific: $400 million
3. Southeast: $400 million
4. Northeast: $200 million
Clause 7: $2 billion for the construction of Solar Power plants and supporting infrastructure.
Distributed as Follows:
1. Pacific: $1 billion
2. Midwest $500 million
3. Southeast $500 million
Clause 8: $1 billion for federal building upgrades to be allocated by the Secretary of Internal Affairs, within each region according to economic conditions within.
Clause 9: $600 million for the Regional Crime prevention initiatives to be distributed to the Regions by the Secretary of the Interior.
Clause 10: The choices of suppliers of materials and equipment for the projects allocated money in Section 2, shall be determined by the lowest cost provider within a range of distances with the lowest possible transportation costs.
Section 3: Tax Policy Changes
Clause 1: The US statutory tax rate on newly incorporated businesses that male under $1.2 million a year shall be 15% for two years. Companies may not “re-incorporate” just for the sake of this tax rate. Suspicious incorporations shall be investigated by the IRS and under direction of the Secretary of Internal Affair, be prosecuted for tax evasion under current statutory guidelines for punishment.
Clause 2: The first $5,500 in yearly unemployment benefits shall be exempt from taxation.
Clause 3: Small business owners making under $1.2 million a year shall be allowed to deduct 100% of the depreciation in value of their equipment from their income tax if a sole proprietorship or partnership, or 100% of the depreciation in the value in their equipment from their corporate income tax if incorporated.
This is what I had prior to the Governor's recommendations (except for tmth who I happened to be on AIM with at the time.
) It is also posted on the SoIA thread.

I'd simply like to mention (without getting too deep into looking into this topic again) that unemployment and food stamp benefits are crucial and very effective stimulus means. The unemployment extensions in this bill are good, but 5% expansion of food stamp benefits isn't very much when the average pay out is in the 300-375 dollars-ish range. What does 20 or so extra dollars help?
Consider something like a temporary 25% expansion of food stamp benefits, that'd be much more useful for both families and the economy.

I offer the following Amendmnet to the Federal Stimulus Act of 2010

Clause 3: $50 billion to increase monthly food stamps benefits by 25% for a period of 6 months.
Since we have national health care, there is no cobra, and no medicaid like in the RL bill, in case anyone is wondering why I didn't include them.
Senators have 24 hours to object.
Let it go through, we can modify it later in another amendment if necessary.

How much does it take to do that, where is the money to be directed etc etc? Should it be done in a separate bill?
Is 500,000 really reasonable or would 1 milllion or 1.5 be more reasonable.
Unless you want to waist a ton of money on bow ties and fruit pies in bermuda, you have to answer these specific details.

I am sure the SoIA had the best of intentions and so did the Governor's but really, the requests from the Governors are just so much pissin in the wind.
Least priority, highest priority and total amount is nice but its not conducive to being quickly integrated into a stimulus framework that makes any sense. We got several categories for infrastructure. (Highway, mass transit etc. several for "alternative energy"). Sending money for solar to a place that is dark most of the year isn't going to be a wise invesment. Wheras the Pacific or Midwest with its sunny states could make use of it more. The NE has its alternative energy that is practical, and much of the IDS, except Texas where Solar and Wind are good, is a dead zone to anything except biomass, nuclear or coal to liquid.
