What's left of DC was originally ceded by Maryland, so they should be forced to take it back.

The Founding Fathers were wary of a state having jurisdiction over the federal government, its offices, forts and other buildings.  You don't want a state controlling zoning and property taxes on military bases, national parks, the Capitol, White House, Pentagon, etc.  This is still reasonable today.

The problem is when this jurisdiction extends outside the property of the federal government, into surrounding residential and commercial areas on private property.  It converts the Congress into at best a state legislature, at worst a city council or school board for the area.

The area of Virginia that contains the Pentagon was once part of the District of Columbia, and was returned in 1846.  It works fine.  The same would happen if the part of the District north of the Potomac was returned to Maryland.

I personally would have no problem with DC combining with Maryland, as long as it's only Prince George's County and Montgomery County, so we can get some sane representation around these parts.

Honestly, since DC always complains about having no representation, it's frankly the best solution for them to vote for Senators and Representatives in Maryland.  DC would probably get a congressional district and would get to vote crap like Mikulski and Sarbanes back as much as they want.

It would also return the EV situation to the much saner 535 EV, where ties would be pretty much impossible without third parties.  DC should have never gotten 3 EV to begin with anyway.

I've written many posts regarding why DC should never be granted representative rights nor statehood.  Feel free to research my posts on this topic.  DC can never support itself economically, which is one of the biggest reasons as to why they could never be a state (minus the fact that a State cannot house the Federal government).  So, if DC will always be reliable on funding by the federal government, and the federal government indicates where the funds are to be used, nothing is gained by allowing DC to become a state.  They are fortunate to have a governing council as it is, and that's just because Congress needed to free up some man hours to focus on national issues.
