It is a warning that the moderator might want to take a look at the post for troublesome content (commercial messages, spam, profanity, obscenity,  harassment, insults, impersonation,slander,  terrorist threats, copyright violations).


Uh, what?

To answer your question, when you click that button, you'll get messages sent to you telling you that a new post has been made to the topic you clicked it on. If you click it again and click yes, you can disable notifications.
