In the spring of 1994 the House passes a budget where most of the money is spent on healthcare and gives the rich up to an 8% increase in taxes to pay for social programs.  The House passes the Budget Act of 1994.  Then it goes to the Senate where they pass it 61-39.  It will be up for revision in 3 years.

The unemployment level had dropped down to 7.5% from being at 8.2%.  President Cuomo's approval rating is 60%.

The Democrats could pick up 15 seats in the House and 2 or 3 in the Senate because of President Cuomo's approval rating.

Republicans are calling the Preisdent "a government grower."  President Cuomo comes back and says "I'd rather have some form of government rather than no government like the GOP want."

Former VP Bentsen states "About 90% of the Republican Party is out of touch."

Former President Goldwater says "I think most of the Democratic Party is out of touch."

On May 1st, 1994 the House passes the North American Free Trade Agreement Act of 1994 278-157.  A few days later the Senate passes it 65-35.  President Cuomo signs it into law on May 30th.

On July 17th, Brazil beats Italy 3-2 in the 1994 World Cup.

In the fall of 1994 President Cuomo campaigns hard for Democrats across the country.

He campaigns hard for Tunney against Goldwater in the California Senate race.  "We can't afford Goldwater in the Senate.  He's just too extreme right."

House: 58 Democrats, 42 Republicans
Senate: 265 Democrats, 170 Republicans

Former President Barry Goldwater Jr. won his old seat back.

President Cuomo states "Thank you Americans for electing more Democrats."

Senate Majority Leader Ted Kennedy states "We've got more Democrats in the Senate now.  We only need a few Republicans to avoid filibuster."

CA Senator-elect Barry Goldwater Jr. will most likely become the Senate Minority Leader in the next Congress.

On January 3rd, 1995 the 104th Congress begins.  Barry Goldwater Jr. is unanimously elected Minority Leader of the Senate.

Later that month conservative commentator Pat Buchanan announces he will be a candidate for the GOP nomination in 1996.  "Today Americans I've decided to declare my candidacy for the Republican nomination for President next year.  We will bring back conservatism to the United States.  Under this President we've seen bigger government.  We can't afford that.  Thank you."

On February 1st, Ross Perot announces his candidacy as an Independent candidate for President.  "Today Americans I believe that we need an Independent in the White House compared with 2 of the main parties."

A couple weeks later Congressman Jack Kemp announces he's a candidate for the GOP nomination.  "Americans we can't afford all this liberal spending in America.  Cuomo is another Kennedy."

It'd be cool to have Buchanan win a couple primaries, maybe even the nom (though he'd probably lose in a land-slide). In RL he won NH making him the temporary front-runner.

In early March former Senator Dan Quayle announces he's a candidate for the Republican nomination for President.  "Americans we need a better course than the one we're on.  President Cuomo is a liberal.  We need a true conservative in the White House."

Later that month PA Senator Arlen Specter announces he will be a candidate for the Republican nomination.  "Today I'm announcing my candidacy for the Presidency.  I want to bring America back to the days of bipartisanship.  We can't have one side rule we need to have a balance.  That's what you will get during a Specter Presidency.  Thank you."

In the House they debate the Electoral Vote Proptional Representation Act.  The act propose each state give electoral votes to candidates based on popular vote of candidates.  They pass it 295-140.  Then it's sent to the Senate and they pass it 72-28.  President Cuomo signs it into law on July 1st, 1995.  It will go into affect in 1996.  President Cuomo calls this "A great day for democracy."

Senator Barry Goldwater Jr. states "I support Senator Arlen Specter for President.  He can work well with both sides.  I don't agree wit him 100% but I do believe he's the right man for the job."

President Cuomo says "The former President endorsed Senator Specter.  Does that mean Specter, too, will try to cut your education?  That's certainly what it sounds like to me."

Vice President Bob Kerrey says "Republicans won't look out for you.  All 4 candidates for the GOP nomination aren't right for America."

In the fall the House votes on Brady Bill which would have people get background checks before being able to get a gun.  President Cuomo says "This won't go as far as the Gun Control Act of 1981 did for guns."  The House votes 260-175.  Then it passes the Senate 60-40.  Republican Presidential candidates Congressman Jack Kemp and Senator Arlen Specter are in support of the bill.  Specter's support of the bill, he hopes, can get him votes from Independents if he's the GOP nominee in 1996.

Get ready for the GOP primaries.

On February 15th, 1996 Senator Richard Shelby decides to switch to become a Republican.

The new setup in the U.S. Senate: 57 Democrats, 43 Republicans.

Senate Majority Leader Ted Kennedy states "I want to state that I'm sorry that Senator Shelby is leaving our party but understand his political views don't always agree with the party.  Good luck to Senator Shelby in his switch."
