Economics. In it's current form, socialism is somewhat about social issues, but mainly economics.

Libertrianism is about both, since it stresses individual freedom in all areas.

As we general classify issues into social or economic, socialism is definitely more about economic issues.

But it is worth nothing that "social issues" is just a recent political idiom that doesn't relate to the word "social" in any meaningful way.
