I'd say, at least morally, he was a better President than Reagan.
Yeah, Reagan had the style, the glitz, the witty one-liners and winning smile, but the man didn't really give a damn about anything outside of his Moral Majority. Ford, IMO, was the last Republican with any real heart, even if he wasn't the best administrator. I think he should've been elected. The economy, IMO once again, wasn't his fault.

Leans FF, but it's really hard to say. History has really REALLY overlooked him except to condemn pardoning Nixon.

I assign my FF/HP ratings in a relative sense.  When you have a president who didn't do anything nutty on foreign policy, didn't do anything especially nutty in domestic policy, and in 2.5 years vetoed more bills than any other president(!), I'd say he's overall an FF.  Plus I think he was a good guy.  (The 1976 election is the last between two individuals I consider to be FFs).

Ford was a nice guy, probably a good Representative, but a total buffoon of a President.   As President, HP.

Reagan didn't give a crap about those nutters, except to get their votes. He did nothing for the issues they cared about (ending abortion, reinstating oscenity laws, restoring prayer in schools). Reagan was all about redistributing wealth to the top 1%. In any case, Ford was a major HP for pardoning Nixon and his WIN campaign was a total joke.
