On April 12, 1945, former President Franklin D Roosevelt dies.  President Romney pays tribute to him.  At the FDR funeral, Romney delivers a stirring and emotional eulogy.

President Franklin D Roosevelt was truly one of the greatest Americans, one of the greatest humanitarians, this world has ever known.  His lasting legacy is one of service to America and the world, and it can truly be said, that he left this nation, and this world, better than he found it.    

President Romney announces early in 1947 that he will not be seeking reelection in 1948.

He has led America to victory in the most global, most devastating war in the history of the world.

He has presided over dramatic economic growth in the post war U.S. economy.  Many feared the end of the war would result in a return to depression level times, but Romney led the nation to a period of unprecendented economic growth.

While President, he championed the cause of civil rights, expanded on New Deal programs to combat poverty, poured billions of dollars into public education, introduced medicare and medicaid legislation, expanded the social security program, introduced sweeping consumer protection programs, and put forward measures to protect the environment.  President Romney dubbed these programs as A Social Contract With America.

This is the legacy that President Gaskell Romney leaves America, a legacy of peace, prosperity, progress, and social justice.

It would appear that President Gaskell Romney had been a Democrat in all but name.  As the Republican Governor of Utah, he had introduced his state version of the New Deal.  As a Republican Secretary of the Treasury in a Democratic administration, he had piloted the federal New Deal during the Roosevelt Presidency.  As a Republican Vice President in a National Unity administration, which was for all intents and purposes a Democratic administration, with some Republicans, he had been one of the chief spokesmen for the continued Roosevelt agenda.  As an independent President in a National Unity/Democratic administration, he had shown that he was determined to lead the charge to defeat fascism, that he was committed to keeping America on the path of prosperity, and that he had a definite social conscience.

Gaskell Romney dies in 1955, leaving a lasting legacy of positive accomplishment to the nation and the world.

A note on succeeding Presidencies.

1948
Democrats Vice President Millard Tydings of Maryland, the Democratic Presidential candidate, and his pick for Vice President, former House Speaker Sam Rayburn of Texas, defeat Republicans Governor Thomas Dewey of New York and Governor Earl Warren of California and Dixiecrats Governor Strom Thurmond of South Carolina and Governor Fielding Wright of Mississippi by a safe margin.  This is a major upset, as polling and other indicators were all pointing to a Dewey victory.

1952
President Millard Tydings decides not to seek reelection in 1952.  Vice President Sam Rayburn returns to the House, his true passion.  He becomes Speaker of the House again in 1955, serving in that capacity until 1963.  World War II Supreme Allied Commander General Dwight Eisenhower of New York and young U.S. Senator Richard Nixon of California, defeat Democrats Governor Adlai Stevenson of Illinois and Senator John Sparkman of Alabama, in a landslide win.

1956
Republicans President Dwight Eisenhower and Vice President Richard Nixon defeat Democrats former Illinois Governor Adlai Stevenson, again the Democratic nominee, and Senator Estes Kefauver of Tennessee, in another landslide win.

That's an interesting idea, however, after non Republican administrations since 1933, Eisenhower is still a very realistic candidate in 1952, given his noteriety and the respect with which he was held at that time.

To keep things less complicated, I have decided the best approach is to stick with actual elections as closely as possible until I find it necessary to change them for purposes of the story.

There's one criticism I have so far: lack of butterflies. Sorry, Winfield, but with such changes, lack of any major (beside personal) butterflies isn't pausible.

After eight years of Republican administration, the nation opts for change in 1960, putting the Democrats back into the White House, electing the charismatic young Senator John F Kennedy of Massachusetts to the Presidency, with the seasoned political veteran Senatory Lyndon B Johnson of Texas as Vice President. They defeat Republicans Vice President Richard Nixon of California and former Massachusetts Senator and U.S. Ambassador to the United Nations, Henry Cabot Lodge in an extremely close election.

President Kennedy is assassinated on November 22, 1963 while on a trip to Dallas, Texas, and Vice President Johnson becomes President. 

In 1964, Democrats President Johnson and Senator Hubert Humphrey of Minnesota defeat Republicans Senator Barry Goldwater of Arizona and Congressman William E Miller of New York in a landslide win.

An interesting quirk of American political history, insofar as the Romney family goes, is the fact that Harold Arundel LaFount served as Secretary of the Navy.

He served in this capacity in the cabinet of President Warren G. Harding 1921-1923, and after Harding's death, was retained in this cabinet position by President Calvin Coolidge, from 1923-1929.

Harold LaFount came into this position with a reputation as a man of high intellect and a character of unimpeachable integrity.

By the end of his term, Harold LaFount had achieved success in enlarging and modernizing the fleet and establishing a naval air force which would grow to become a potent component in the war with Japan.

As fate would have it, Harold LaFount's daughter, Lenore, married George Wilcken Romney in 1931, in a union that would become historic.

When Herbert Hoover became President Elect in 1928 after winning the Presidential election, one of his objectives was to have some bipartisanship in his administration.  Looking at Democrats who he was impressed with, one of the first names he came up with was that of a former Governor of Montana, Miles Romney Sr.

Miles Romney Sr. was one of the few Democrat Romneys, and Hoover very much liked his record of public service.

Romney had served as Mayor of Hamilton, Montana 1902-1904, as a State Senator 1906-1910, and as Governor 1913-1921.  Romney had a most impressive record of accomplishment in each of these offices.

Hoover wanted an accomplished, capable, hard driving and hard working individual with an impressive record of public service to head up the War Department as Secretary of War, and kept coming back to the name of Miles Romney Sr.

Hoover offers Romney the position, telling him he is the man for the job, and Romney accepts.        

Although he had no military experience and was reputed to have pacifist leanings, Romney won the support of military circles by promoting greater efficiency and readiness, calling for a military structure that could be expanded quickly and easily in a crisis. He also initiated a five-year plan to equip the army with newer airplanes, more tanks, semiautomatic rifles, and modernized artillery. He advocated increased strength for the army Air Corps and investigated charges of lobbying in the War Department, resulting in the court-martial and dismissal of two high-ranking army officers who were found guilty of lobbying. These reforms won him the support and admiration of most military leaders.

During Romney's tenure the War Department oversaw the administration of the Civilian Conservation Corps, which was created through Romney's initiative.  Romney's department provided the CCC with food, clothing, transportation, and medical care for the 300,000 unemployed who joined its ranks for work in the preservation and conservation of America's public lands. The army's Corps of Engineers also began several important public works projects during Romney's tenure, including the dredging of the Mississippi and Missouri rivers and the construction of the Florida ship canal. Romney worked closely with army chief of staff Douglas MacArthur on such projects.

Miles Romney Sr. is widely credited with taking the initial necessary steps in preparing the United States military for the earth shattering conflicts that lie only a few short years ahead.  

Upon the completion of his term as Secretary of War, Romney returns to his native Montana, where he becomes the State Director of the National Recovery Act, organizes the Federal Housing Administration in Montana, and heads up the National Emergency Council in the state.

As Secretary of War, Romney warned the nation: "America must be prepared at any time to defend our liberty and our freedoms.  I see menacing war clouds on the horizon in Europe and the Pacific in the not too distant future that will threaten our very way of life."

His words proved to be prophetic.

A Remarkable Woman, A Romney Makes History

November 9, 1920, following his election as President of the United States on November 2, 1920, President Elect Warren G. Harding makes history by announcing that he will be nominating the first woman in the history of the United States to become a member of the President's cabinet.

The President Elect nominates Abigail Romney Evans to become Attorney General.

Born Abigail Astrid Romney in 1870 to an industrious, middle class, religious Mormon family in Fort Wayne, Indiana, young Abigail excelled in school, showing very early on her ability to work hard and her determination to succeed.  She finishes at the top of her high school graduating class in 1888.

At the age of 18, Abigail Romney is accepted into the University of Michigan Law School in Ann Arbor.  She is among the women breaking new ground as one the first women to attend law school at a time when few women were entering the legal profession.  In 1893, Abigail Romney graduates from the university law scool in the top five of her graduating class.  She joins a prestegious law firm in Chicago, where she practices criminal, corporate, family, and constitutional law over the next 27 years.  She works her way up to junior partner then to senior partner in this law firm.

In 1897, she meets and marries William Evans, also a devout Mormon and a corporate executive.  They have three children, a son and two daughters.

At the age of 51, Abigail Romney Evans becomes the first woman ever to become a member of the President's cabinet.

...So there's a Romney in the Harding (and most likely Coolidge), Hoover, and Roosevelt Administrations, and each one of them a different Romney, not to mention a one-term Vice-Presidency and one-term Presidency by Gaskell Romney? There's a Romney involved in every Presidential Administration from 1921 to 1945, including the Presidency!

Abigail Romney Evans assumes the office of Attorney General of the United States on March 4, 1921, having been previously confirmed by the United States Senate.  She sets right to work familiarizing herself with government legal files and cases and meets with the employees in the Department of Justice in a town hall type meeting, where she address them, setting out her vision of justice in America, an America free of prejudice where all are equal under the law, an America where no individual need fear because of race, faith, or gender.

It soon became clear to the Attorney General that President Warren Harding was a well meaning, but weak President, open to manipulation by his friends and confidants.  The President installed many of his friends and allies from Ohio to key government positions and boards.  This group became known as the "Ohio Gang," and Romney Evans believes they had far too much influence over the President, and wanted them dismissed from the positions of power and influence.

The Attorney General meets with the President.

ARE:  Mr. President, your administration is becoming tainted by scandal and corruption.  This so called "Ohio Gang," friends and associates of yours you have put into positions of authority, must be dismissed, for the sake and stability of your administrtion Mr. President.  They are rampant with corruption and scandal.

WGH:  But how can I dismiss friends of mine, who have been with me for years, and who have supported me my entire public career?  

ARE:  A true friend, Mr. President, would respect you, and not take advantage of his friendship with you for their own personal gain.  You must clean up this administration before it is too late.

WGH:  I know that I will never be known as the best President, but I would like to at least have the respect and admiration of the American people.  Take whatever actions you deem appropriate.

Attorney General Romney Evans proceeds with the firing and dismissal of the "Ohio Gang," and other corrupt officials in the administration and government departments, and has the Justice Department proceed with crimninal prosecutions as required.  

Attorney General Abigail Romney Evans had succeeded in rooting out corruption and scandal and had brought respect to the Harding administration.

Attorney General Abigail Romney Evans meets in the Oval Office with President Warren G. Harding.

WGH:  Abigail, you were right.  Your investigations uncovered more scandal that I had ever thought existed in this administration.  Thank you.  It was hard for me to see friends of many years being prosecuted and going to jail, however.  But, you did the right thing.

ARE:  Mr. President, sometimes in life doing the right thing requires making tough decisions, and decisions that are very difficult to take.  If I had not acted when I did, I fear these scandals would have led to the deterioration and eventual collapse of your Presidency.  The public and the Congress will only tolerate so much scandal in their government.

Now, Mr. President, I believe it would be most advantageous for your Presidency at this time to devote some of your energies in order to  pursue a civil rights agenda.  For starters, you could  appoint an African American to a high profile government agency.  I suggest Walter Cohen of New Orleans.  He has served as a customs inspector in New Orleans and register of the federal land office in New Orleans.  I would recommend Mr. Cohen for the position of comptroller of customs.

WGH:  That is an excellent idea.  I have been wanting to show my commitment to civil rights.  

ARE:  Mr. President, there is a pressing civil rights issue that needs addressing.  This administration should introduce anti lynching legislation to protect African Americans.  This deplorable practice is still taking place in the south.  We must act to stop it.

WGH:  I agree.  I shall make a public statement tomorrow condemning this practice and supporting legislation to ban lynchings.

Together with Republican Representative Leonidas Dyer from Missouri, Attrorney General Romney Evans drafts anti lynching legislation for presentation to the House of Representatives.  

The bill makes lynching a federal felony, allowing the United States to prosecute cases. States had been notoriously reluctant to pursue prosecution in most lynchings. The bill prescribed punishments for perpetrators, specifically:

(a) A maximum of 5 years in prison, $5000 fine, or both, for any state or city official who had the power to protect a person in his jurisdiction but failed to do so or who had the power to prosecute those responsible and failed to do so.
(b) A minimum of 5 years in prison for anyone who participated in a lynching, whether they were an ordinary citizen or the official responsible for keeping the victim safe.
(c) $10,000 fine to be paid by the county in which the lynching took place, to be turned over to the victim’s family. If the victim was seized in one county and killed in another, both counties were to be fined.

President Warren G. Harding announced his support for the bill during a speaking engagement in Birmingham, Alabama.  Both President Harding and Attorney General Romney Evans speak extensively about the need to have this bill enacted into law.

The bill passes the House on September 12, 1922.  However,  it is defeated in the Senate due to a filibuster by the white Southern Democratic block, which exerted one-party rule for decades.

Attorney General Romney Evans is furious and denounces the Senate Southern Democratic block.

"These backward thinking racist white supremacist bigots, intolerant, prejudiced extremists, care more about pandering to a slave mentality than they do about the sanctity of human life.  These men do not belong in the United States Senate.  I look forward to the day when the chambers of decision making in the United States of America are free from these pathetic fanatics, who, by their very actions in the Senate, have condoned lynching and murder."

Romney Evans wins near nationwide praise for her statement denouncing the Southern Democratic block who defeated  the anti lynching legislation through filibuster.  Her comments are condemned in the south.

The Chicago Tribune carries the front page headline

MADAME PRESIDENT?

The New York Times carries the headline

WILL ROMNEY EVANS BECOME OUR FIRST WOMAN PRESIDENT?

Attorney General Abigail Romney Evans has established herself as a national figure to be reckoned with, and has set the Romney family firmly at the forefront of the cause of civil rights and equality for all.

President Warren G. Harding dies in San Francisco on August 2, 1923, following his political trip to Alaska with a stop in British Columbia.  The nation is shocked to learn of the death of the President.

Vice-President Coolidge is in Vermont visiting his family home, which had neither electricity nor a telephone, when he received word by messenger of Harding's death. Coolidge dressed, said a prayer, and goes downstairs to greet the reporters who had assembled. His father, a notary public, administers the oath of office in the family's parlor by the light of a kerosene lamp at 2:47 am on August 3, 1923. Coolidge then goes back to bed. Coolidge returns to Washington the next day, and is re-sworn by Justice Adolph A. Hoehling, Jr. of the Supreme Court of the District of Columbia, as there is some confusion over whether a state notary public has the authority to administer the presidential oath.

President Coolidge asks Attorney General Romney Evans to stay on as Attorney General and she tells him that she is honored to do so.  She advises President Coolidge on civil rights issues she believes the administration should pursue.

As a result of advice he receives from Romney Evans, Coolidge takes a firm stand on civil rights issues.

He speaks out in favor of the civil rights of African Americans and Catholics.

As a result of anti racist policies put forward by Romney Evans, the Ku Klux Klan loses most of its influence during Coolidge's term.

In 1924, Coolidge responds to a letter that claims the United States was a "white man's country":

Romney Evans advises the President on his response, and Coolidge makes the following statement:

I was amazed to receive such a letter. During the war 500,000 colored men and boys were called up under the draft, not one of whom sought to evade it. As President, I am one who feels a responsibility for living up to the traditions and maintaining the principles of the Republican Party. Our Constitution guarantees equal rights to all our citizens, without discrimination on account of race or color. I have taken my oath to support that Constitution.

Romney Evans advises Coolidge to recognize the citizenship of American indians, and on June 2, 1924, Coolidge signs the Indian Citizenship Act, which grants full U.S. citizenship to all American Indians, while permitting them to retain tribal land and cultural rights.

As she did with Harding, Romney Evans emphasizes the need for anti-lynching legislation, subsequently Coolidge repeatedly calls for anti-lynching laws to be enacted, but most Congressional attempts to pass this legislation are filibustered, again, in the Senate by Southern Democrats, who were again soundly condemned by Romney Evans.

Coolidge appoints some African Americans to federal office. He retains Harding's choice of Walter L. Cohen of New Orleans, Louisiana, as the comptroller of customs and offers Cohen the post of minister to Liberia, which he declines.

Abigail Romney Evans serves as Attorney General for the entire Harding and Coolidge Presidencies, 1921-1929, succceding in bringing civil rights issues to the forefront, and in making the United States of America a much more tolerant and progressive society.

In 1965, President Lyndon B. Johnson pays tribute to Abigail Romney Evans, recognizing her contribution to civil rights and equality in the nation, and officially names the United States Department of Justice Headquarters building as the Abigail Romney Evans Department of Justice building, and refers to Romney Evans as the greatest Attorney General in the history of the United states of America.

That same year, the United States Senate issues an apology for not passing the anti-lynching legislation that Attorney General Romney Evans had fought so hard for so many years before.

Pre-Political Career

George Wilcken Romney, born 1907, very early on demonstrates his capacity for hard work, leadership, and inspiring others to reach their potential.

The son of Secretary of the Treasury 1933-1941, Vice President 1941-1945, and President 1945-1949, Gaskell Romney, George Romney learns much from his father's example of exemplary public service.

During World War II, George Romney, at the time now beyond draft age, helps start the Automotive Committee for Air Defense in 1940, which coordinates planning between the automobile and aircraft industries. Immediately following the December 1941 attack on Pearl Harbor that draws the U.S. into the war, Romney helps turn that committee into, and became managing director of, the Automotive Council for War Production.

Romney becomes the chief spokesman of the automobile industry, often testifying before Congressional hearings about production, labor, and management issues; he is mentioned or quoted in over 80 stories in The New York Times during this time. By war's end, 654 manufacturing companies had joined the Automotive Council for War Production, and produced nearly $29 billion in output for the Allied military forces.

As peacetime production begins, Romney persuades government officials to cut short complex contract-termination procedures, thus freeing auto plants to quickly produce cars for domestic consumption and avoid large layoffs.

By 1950, Romney is a member of the Citizens Housing and Planning Council, and criticizes racial segregation in Detroit's housing program when speaking before the Detroit City Council.  Romney's personality is blunt and intense, giving the impression of a "man in a hurry", and he is considered a rising star in the industry.

George Romney joins American Motors Corporation and rises steadily through the executive ranks becoming Chairman and Chief Executive Officer.  He leads AMC through tough times, turning around the fortunes of the organization from poor to modest to very successful.  

A believer in "competitive cooperative consumerism", Romney is effective in his frequent appearances before Congress.  After initial wariness, he develops a good relationship with United Automobile Workers leader Walter Reuther, and AMC workers also benefit from a then-novel profit-sharing plan.  Romney is one of only a few Michigan corporate chiefs to support passage and implementation of the state Fair Employment Practices Act.

Before entering elective public service, George Wilcken Romney already establishes himself as a champion of racial equality and social justice.

Public Career Prior To Running For Governor

George Romney becomes deeply active in Michigan civic affairs. He is on the board of directors of the Children's Hospital of Michigan and the United Foundation of Detroit, and is also chairman of the executive committee of the Detroit Round Table of Catholics, Jews, and Protestants. In 1959, he receives the Anti-Defamation League of B'nai Brith's Americanism award. Starting in late 1956, he heads a citizen-based committee for improved educational programs in Detroit's public schools. The late 1958 final report of the Citizens Advisory Committee on School Needs is largely Romney's work and receives considerable public attention; it makes nearly 200 recommendations for economy and efficiency and for the need for better teacher pay and new infrastructure funding. Romney helps a $90 million education-related bond issue and tax increase win an upset victory in an April 1959 referendum. He organizes Citizens for Michigan in 1959, a nonpartisan group that seeks to study Detroit's problems and build an informed electorate. Citizens for Michigan is built on Romney's belief that assorted interest groups hold too much influence in government, and that only the cooperation of informed citizens acting for the benefit of all could counter them.

Based on his fame and accomplishments in a state where automobile making is a central topic of conversation, Romney is seen as a natural to enter politics. Romney first becomes directly involved in this area in 1959, when he is a key force in the petition drive calling for a constitutional convention to rewrite the Michigan Constitution. Romney's sales skills make Citizens for Michigan one of the most effective organizations calling for the convention. Previously unaffiliated politically, Romney now declares himself a member of the Republican Party and gains election to the convention. By early 1960, many in Michigan's somewhat moribund Republican Party are touting Romney as a possible candidate for Governor, U.S. Senator, or even U.S. Vice President. Romney briefly considers a run in the 1960 Senate election, but instead becomes a vice president of the constitutional convention that revises the Michigan constitution from 1961 to 1962.

Election as Governor

In mid November 1961 at his home in affluent Bloomfield Hills, George Romney meets with family members and trusted friends.  

GWR:  I have decided to enter the political arena.  As much as I would like to send Phil Hart packin', and I believe I could, I believe I can best serve the people of Michigan right here in Michigan.  I have therefore decided to run for Governor in the 1962 election.

Great news George.  What's your plan for the campaign?

GWR:  Win the Republican nomination, and then proceed to tell the people of Michigan what I can do for them.  I'll be laying out my platform of fair taxation and economic prosperity for the state.

As the recognized leader of the moderate Republicans in the state, his success at the state constitutional convention, and his solid reputation as an outstanding business executive,  Romney scores a convincing win for the Republican nomination for Governor.

Romney goes on the campaign trail.

As Governor, I will bring fairness to our tax system.  

Labor unions  and big business have too much influence in our political system.  I will return the state government to the people to whom it belongs.

Election night 1962, George W. Romney scores a relatively narrow win of some 80,000 votes over incumbent Democratic Governor John B. Swainson.

And so it is that George W. Romney sets out on the path to improving the lives of the people of the great state of Michigan.

By the way, I recognize the Calvin Coolidge segment from wikipedia, but still, great work.

Yes, I wanted to have some factual events to base my fictional events around so I will refer to Wiki for historic details.

Governor George W Romney

January 1, 1963, George W Romney takes the office as the 43rd Governor of the state of Michigan.

Romney quickly becomes known as an activist Governor.  He holds a series of Governor's conferences, meeting with public service professionals and community activists, gaining their input on government policy.  He opens the Governor's office to citizens on Thursday mornings, spending five minutes with each citizen wishing to meet with him.

Governor Romney earns a reputation as a leader willing and able to work across party lines to accomplish his initiatives.  The Democrats are in the majority in the Michigan Legislature and as a leading business executive for years Romney learned the art of compromise and persuasion and give and take. 

Romney succeeds in overhauling the Michigan tax structure, making the tax system more equitable for taxpayers.  He is successful in controlling debt and spending, and keeps Michigan on the path of prosperity.  He strengthens crime legislation and reduces the crime rate throughout the state.

Romney becomes well known as a strong defender of civil rights.  This is an area where he will  not compromise.  He believes it is fundamental to human life and dignity.

Romney's success in Michigan leads to speculation of him as a possible Repulican Presidential nominee in 1964.  Moderates in the party are not comfortable with the looming prospect of Senator Barry Goldwater as the nominee, and they turn to Romney as the one who they believe could stop the Goldwater advance.

Governor Romney ends the speculation.

As Governor, I assured the people of Michigan that I would not be running for President in 1964.  Under no circumstances will I be seeking the Republican Presidential nomination in 1964.  I will be staying right here in Michigan working for the people of Michigan, and will be running for reelection as Governor in 1964.  I will however be working for a strong civil rights plank in the Republican platform.
