It seems like there is often controversies with elections in the state because of the Independence Party, so has anyone started a movement to get IRV adopted in the state?

It would only make sense, let's be honest. Same with Maine, although that's more for the reason that their independents have tended to be stronger than the actual main parties in recent elections. Vermont, too, although that's a lesser case.

Mark Ritchie has said he wants it, pending some "local experimentation".  Given that that has happened, I wouldn't be surprised if it will be broadened on a state level.  Minnesota'd be a good "test state", too, given its high education levels and voter participation.

Even if the DFL retakes the legislature in 2012 Dayton might be reluctant to sign it as it's not clear if he would've won with it (though I bet he would especially as the Horner voters were so appalled with both Dayton and Emmer most would've probably just let their ballots exhaust. Similar to the Barkley voters.)
