My problem with Reagan was his enormous deficit spending without any apparent reason. Somewhat lower tax cuts and it would have been alright.

That's impossible.  No President was inaugurated on January 21, 1986.

Who's the white-haired lady next to Reagan?

I was wondering the same thing.   President Reagan's parents were dead in 1981, and he had no sister.  Nancy Reagan's parents were alive in 1981.  It could be the President's mother-in-law, or someone entirely unrelated.  She does kind of look like Nancy, though.

Edited to add: But Nancy's mother, Edith Davis isn't in the family's 1981 inaugural portrait - so maybe not.

Edited 2: Assuming the picture is from 1985, it really could be anyone.  It was 7 degrees in Washington, and the inauguration was held inside the Capitol Rotunda.   The podium was surrounded by on-lookers - so who they were invited by might depend on the angle in which it was taken.

How could you tell it was from '84 and not '80?

Because inauguration on Jan 21, 1985 was held in the Rotunda of the Captiol because it was considered too cold...that's clearly inside the Rotunda.

It was pig-headedness on both parts, they refused to gut social programs (yes... head start was such a waste of time and money) he refused to stop pouring Billions into Defense...

Polnut is correct that the photo was from President Reagans' Second Inaugural on January 21, 1985.  The answer to your question is probably the guy on the mystery woman's immediate left's wife in this photo.  Figure out who that guy is, and you probably have your answer.  Unfortunately, his head is partially blocked by a microphone.

Maybe.  That would have been Strom Thurmond in 1985.  But his second wife would have been in her late 30s at the time.  The woman in the picture isn't in her late 30s.  

Senate Majority Leader Dole is on the right, behind Barbara Bush.  The Senate Minority leader at the time was Robert Byrd.  

Edited to add: the House Minority Leader was Robert Mitchel - and the guy does look a little bit like him.  Maybe.
