This is precisely why I think we need an independent administration to ensure the application of this bill. I don't think the law should (or could) determine every single detail of the insturance system. Besides the fact setting too specifical and precise requirement would make the this bill even bigger and require decades to finish it, I think only precise institutions which are in touch to the reality can be able to determine the appropriate requirements and interpret the law in the best way.

Agreed. I'd suggest taking the specified time out altogether - leave a vague notion of "reasonable" to be decided on a case-by-case basis with the local bureau's judgement.

Considering, the differences in "reasonable" drive time between say New York City and Tennessee, I would think it prudent to place that responsibility of determining what is reasonable and what isn't at the feet of the local administrators.

8. The Unemployment Insurance Administration shall provide registered unemployed individual with reasonable employment proposals. To be considered as reasonable, those proposals shall meet following requirements:   
    a) A salary equivalent to at least 90% of the individual's current revenue provided by the Unemployment Insurance Administration.
    b) A time necessary to reach workplace from the individual's home inferior to 1 hour. The Unemployment Insurance Administration shall be able to set inferior time limits on a local and case-by case basis.
    c) A domain corresponding to the individual's qualifications.

For future reference, whenever a bill's sponsor introduces an amendment, could the sponsor state something to that effect when introducing it.


Senators have 24 hours to object to the amendment.

Does anyone know what current welfare systems we currently have in place?

We have assistance programs for home energy, government provided student loans instead of private ones, we have national healthcare programs (Medicare and Medicaid are gone), we have housing vouchers and public housing, food stamp programs, old-age pension programs, unemployment compensation, etc. Really, the usual stuff.

I had been under the thought that if I were to set hard deadlines they would be ignored. However this has gotten ridiculous on this bill. Unless significant action (amendments of substantial nature are offered) is taken by Saturday (maybe Friday if I am in that bad a mood), I shall open a final vote on this "AS IS". Tongue

How much revenue would the taxes included in this bill raise and how much will it cost to fund the programs included?

Basically one of those simple boilerplate CBO tra...er reports Tongue.


"This bill raises X in revenues and spends X" 

are we still pursuing this question?  the payroll tax rates in this bill are incredibly burdensome and would make taxes less progressive.

Whoops! I'd completely forgotten about this after delegating Jbrase to start looking at it. I forgot to follow up after my trial and other craziness that very very crazy week. I'll do so now.

If we want to fix the tax issues we have to wait for Badger. Besides that, the bill is fine with me.
