I think Marokai's solution the combination issue has merit. It is also the quickest and easiest way to do it.

However, I need to know what others think and whether they would support it.

That's fine with me. "Employment Insurance" is also a far more optimist title. Wink

So does this :

Do you still seek to pursue this, Senator, now that MB has responded to your question?

What about the maximum U err EI benefit? The current bill still has it at $4,000 I think. Your proposals back in July had $3,000 I think. My range is between $2,500 and $3,000.

By Universal minimum, do you mean, that is the lowest a person can go regardless of how long their lack of employment?

The % are the same as shua's which came to about $120 billion increase.

The universal $600 minimum is the unknown quanitity regarding to budget impact.

First I'd like to ask if there'd be any support for this instead:

Section 5, Clause 5 is amended as follows:
Any registered employee losing its job shall receive from the Unemployment Insurance Administration a monthly revenue amounting to:
a) 70% of the individual's previous salary during the first six months following the loss of a job
b) 60% of the individual's previous salary during the second six months following the loss of a job
c) $600/month during the second and third year following the loss of a job
Section 5, Clause 6 is amended as follows:
Notwithstanding subsection 5, no registered unemployed individual shall receive less than $600 per month, neither more than $2000 per month.

Thank you, Napoleon. Since I have at least one other person to support this, and I prefer it myself to my previous amendment, I'd like to withdraw that amendment and replace it with this.

Any registered employee losing its job shall receive from the Unemployment Insurance Administration a monthly revenue amounting to:
a) 70% of the individual's previous salary during the first six months following the loss of a job
b) 60% of the individual's previous salary during the second six months following the loss of a job

From 60% to $600 after 1 year ? And absolutely nothing after 3 years ?

I can't support this.

I still don't see any incentives to re-train or go back to work?

I suggested small grants or low-interest loans for people to re-train.

In real life, counties typically have job search/training centers.  Why shouldn't we make use of these in the SS bill in order to re-train workers.  The centers are good in that they also provide materials and support for the job search.

The SS bill could provide further grants to these job search/training centers that counties can apply for.

So job center grants and low-interest loans? I'd support that, but it might make sense to do a seperate bill. It would be easy to come to an agreement on that whether or not this bill passes, and I don't see how it fits into the unemployment insurance structure.

I think a separate Bill might be reasonable...

The bill does have incentives for job recovery or training. Plenty of.

As I was sitting in class this morning, my mind drifted to Polnut's desire for worker retraining. And something kept bugging, like a Deja Vu feeling concerning this issue.

Now I know why.

I wrote clause 11 of that section. Tongue

However, it it doesn't really provide any boost or anything to the matter. Those provisions only establish a requirement as condition for receiving benefits.

Since the worker retraining issue is clearly going to be separate (either in a different clause, section, or bill) from the matter on which shua's amendment deals, I am going to go ahead and open a vote on it.

Senators, a vote is now open on Amendment 44:31, please vote Aye, Nay, or Abstain.
