The problem is, who alone would desire to rewrite all this and reintroduce it? It would take a group of people to work collaboratively or a fear the result would be the same.

Average person making $50,000 a year would get the first $13,499.1, plus $13,000 in the second bracket, and $6,000 out of the third bracket which is $32,498 or $2799.17 a month.

Minimum Payment: $1500 ($0)        Maximum: 3,000 ($3,541.59)

Parenthesis are the minimum and maximum produced on either extreme by the brackets. I didn't want to tweak it any further, since the stated min and max in the bill would basically put a floor and ceiling on payments anyway.

It still doesn't have a metric of income to base it off of (Avg income, highest income in past 10, 15 yrs, etc etc etc).

Well the top part is trash, leftovers from another experiment I abandoned. Other then that, it isn't really that complicated. I'll get on it sometime today.

The problem is what to use to calculate the income. I really haven't the slightest idea. That 50,000 could be from an avg over the last 5 years or 10 years. It could be that persons highest income earned ever. And so forth.

Before Antonio responds to the procedural question regarding the amendment, I want him and everyone to review the text, look for mistakes and point them out prior to giving that feedback. That way, I can alter the text without having to start over. Keep in mind, the new Senate starts tomorrow and once feeback is given, BK could pop in and start a vote at any point.


Pay particular attention to clause 12, an idea for phasing in this program. I am open to other ideas on that.

I know and I agree.  This bill as currently constructed would shut down all previous welfare agencies and such, including the health care law's and then create a new healthcare bureacracy. Too me that just seems to double down on the ramping up and setup costs incurred as part of the healthcare law. Instead of doing that, this amendment would keep the previous structures in place as established in that previous act. We can then go in and change the funding mechanism only.

I need to consult the OSPR as to whether we can friendly amend bills when the sponsorship is in transition.

I am talking with the honourable fmr. Senator shua with regards to the health care funding issue. A decision will be made whether to pursue that issue through Section 4 of this bill or whether to address it in separate legislation.

Also we still haven't resolved the UI issue. I plan to go back through the statements and see if one last attempt at an agreement can be made on that. With another amendment on that probably tomorrow or Thursday.

After reviewing the OSPR the only section that provides for transfering sponsorship is done so for the purposes of the sponsor withdrawing. It states that a SEantors has 72 hours from the motion to withdraw a bill and then a 48 hour objection period shall be declared. If there is a section I am missing that also deals with this, please state so.


Since I declared a 72 hour objection period instead of a 48 hour one, I will honour the 72 hour declaration I made on Sunday and commence at the earliest practicable instant on Wednesday following to make the necessary motions to push forward. At that point, BK may be back in the saddle but I may be able to get away with declaring a 24 hour objection period if necessary on the amendment, 45-3 if necessary.
