The following would be the apportionment of representatives based on the popular vote for Bush and Kerry in the 2004 election.

CO, FL, MN, OH, OR, PA, and WI would gain representatives in both the UUSA and the KSA.

CA is the only state to lose representation in both.

AL, GA, ID, IN, KS, KY, LA, MS, NE, NC, OK, SC, and TN would gain seats in the UUSA, while losing seats in the KSA.

IL, MD, MA, MI, NJ, and NY would lose seats in the UUSA, while gaining in the KSA.

While representatives are shown for DC, the apportionment is based on 435 seats for the 50 states.  If you wish a 435-member body, remove the DC representative for the UUSA, and a IL and NJ representative for the KSA.

The average number of votes for the UUSA is 140,839; and for the KSA is 132,919.

Districting is left as an exercise for the reader.

I'm afraid that while I might have thought myself to be of average intelligence, I come up way short here.  Jimrtex, I have absolutely no idea what your apportionment table is meant to portray.  Please explain for the slow witted.

After each census, the number of representatives for each state in the House of Representatives is apportioned on the basis of population.   For example, the reason that Nebraska has 3 representatives is that its population is roughly 3/435 of  the total population for the United States (excluding DC).  Actually, Nebraska in 2000 had about 2.65 / 435 of the population, but since there has to be a whole number of representatives, it received 3.

What my figures show is what would happen if the number of representatives was apportioned on the basis of Bush or Kerry popular votes.  As you might expect, Nebraska's share of the national Bush total vote was larger than its share of the population, and it would receive 4 representatives if the House of Representatives was apportioned on the basis of the Bush popular vote.  Contrariwise, it would receive only 2 representatives if the House of Representatives was apportioned on the basis of the Kerry popular vote.

(-1) AZ, GA, NJ
