Fendando Collor de Mello, former Brazilian President and current Senator from Alagoas, yes. It wasn't so much of a meme though, more of a joke shared by Hashemite, Kalwejt and I don't think anyone else (see also: Goulart, João).

In three successive elections, Greene went from 59% to 28% to 0.9%. Is this the biggest electoral collapse in history?
