Exactly. A better question would be where McCain would have gotten at least 15% of the black vote.

Looking at the least populous counties in the US, many did not have a single black person as of the 2000 Census, so those would be "ties". Maybe Borden County's black guy voted McCain. Or possibly Banner County's black guy, though he might have left by 2008.
