Districts where there is a vacancy due to death or resignation, or where the incumbent is at the moment not able to fulfill duties (Giffords), how are constituent services dealt with? Certainly the CD has no vote in Congress, but how are other constituent responsibilities dealt with?

Constitutionally, there are no other duties.  The "constituent service" aspect is is generally handled by staff.

My guess would be that at least in circumstances of death, the staff stays on to help with constituency services and help with continuity as the new Congressman comes on.

The law makes no provision for the incapacity of a Representative, but 2 USC 92-92d provides the staff of a dead or resigned Representative remains on the payroll until a new Representative is elected, subject to the oversight of the Clerk of the House.
