Delaware.

Neither state has a media market, and no Republican would waste money running ads in NYC just to reach the northern half of NJ. If they aren't on the air, they won't bother campaigning.

DE, on the other hand, would simply be a bonus three EVs for a Republican that managed to carry PA, considering it'd also be really cheap to get staff on the ground there.

New Jersey is the correct answer, I believe. But we're talking probabilities approaching zero in both cases, unless it's a true nationwide landslide...but at that point it really doesn't matter anymore.

Are we talking 2012 or in general where neither candidate nor VP candidate has ties to either state? In that case, I say Delaware. If it were a Republican who had appeal in suburbia, like Philly, I could see that spilling over into New Castle County. NJ would be a much tougher barrier to break through for Republicans just by numbers alone.

a) Obama's national ratings are below 45%
b) The GOP nominates a decent candidate
c) The Shore counties overperform and the urban counties underperform (as in the Governors race)
d) the GOP nominee makes significant gains among Latinos

When it comes to presidential elections, flip the general platforms of today's Republican and Democratic parties. Then I'll entertain the notion of these two states' willingness to go red (nationally recognized color).
