However, under such circumstances, I do not think George W Bush would have run in 2000. Since the GOP likely would've seen shades of 1996 with McCain, the establishment would truck behind Governor Lamar Alexander, who picks Wisconsinite Tommy Thompson for regional balance.

On one hand, Clinton had a 60% approval rating; on the other hand, by 2000 people would want new blood. Clinton wins, but by less than '92 or '96.

I am not sure that Clinton wins. His unfavorability ratings were high at this point in his presidency due to the Lewinsky Scandal. I don't think he runs at all.
