Not sure I could really name the "best" one in all honesty. They're just to hard to accurately compare a lot of the time.

I'd agree with your statement, though.

Favorite president?

I always felt TR to be a bit overrated, actually, but even if he were as good a president as most people think, I don't see how he could be one's favorite president given such presidents as, say, Lincoln.

Lincoln, who took no action whatsoever to stop the Civil War? Lincoln, who suspended habeas corpus? Lincoln who put out a BS emancipation that didn't really carry any weight?

I personally prefer the war-mongering (as seen by some), insanely experienced TR to his cousing FDR, but that's not saying much. I admire his love of the outdoors, hunting, and somewhat agree with wilderness preservation and I like all the political offices he took, elected or appointed.

The other two I agree with.

He suspended habeas corpus because, in the words of the Constitution, it was a case when due to "Rebellion or Invasion the public Safety may require it".  His emancipation proclamation did have weight.

The other two I agree with.

To add why Buchanan did nothing: Even though Bucahanan believed secession was illegal, he also believed it was illegal for him to stop them.

Not only was he a warmonger, he was perhaps the most imperialist President we've ever had.

And his "progressive" reforms didn't do much to curb the power of big business. If anything, they increased the power of big businesses, just making them less monopolistic.
