Not really. He is basically a run of the mill Neocon, and there are plenty of far more eligible Neocons occupying the second tier (which is about ten tiers ahead of him), not to mention a borderline neocon (Romney) as the current front runner.

His abrasive character would be trouble in both the primary and general elections. He has no elective office and has never had General or Admiral rank in the military in a smashing success of a war.

VP pick, perhaps, if the GOP thinks that he can rescue it on foreign policy issues against President Obama, especially if the GOP nominee seems unusually weak on foreign policy. But that would be like introducing a NASCAR racer into the Indianapolis 500.   

Anyone still associated in any way with Dubya is still politically tainted.
