What I don't understand is why there are only 3 matches and not 5 during this first stage.
Every state won't fight against every other one and so, it won't be equal.
See, in this group A, Andhra Pradesh and Gujarat are already against each other: it gives a huge advantage to small ones.
Or Rajasthan against Delhi, in a very tough group.
