French socialism still suffers nowadays from not being based on a strong history of syndicalism.

what does this exactly mean?

That the SPD has always been the role model for other social-democratic parties in Europe, particularly for its strong ties with unions (though the scandinavian parties are even more so IMO). The PS, instead, has had a lot of problems due to their lack of union grassroots.
