I have seen nothing wrong with a vote taking its fully required time if the split is tied 5-5. I do have a problem with a vote tacking its full time if its tied at 4-4 or one sides leads but is under 6 with 2 or 3 HAVING NOT VOTED!!!!

If my count is right, there are 5 nays and one abstention, so unless someone changes his vote the Amendment is mathematically rejected.

I doubt it.  It adds a fun new dynamic to the game and, considering that we only get new members every once in a while, it shouldn't be that big of a deal for the RG.  As for party Chairmen, they can work around it.

You're right. For some reason, I was thinking they'd have to go through recent postings of a person to find if they qualify, but I guess for this, they'd just have to take a quick glance at their post count to determine if they are a valid voter.

But what's the point? If this bill passes, not only do we have to figure out if someone is eligible with activity, but now we have to go through post counts.

Again, what does this bill do besides creating headaches for people involved? What benefit does someone have who registers and cannot vote? Voting and running is why we register. There's no other reason.
