In 1952, Lionel Van Deerlin ran for a new seat that took in the northern part of the county as well as all of Orange County, he lost re-election to James Utt.

Ten years later he carpetbagged to downtown San Diego and ran in a new district he held for 18 years. He was unseated in 1980 by Duncan Hunter Sr. In 1982, Hunter was put in the 44th District put carpetbagged to the east county to run in the 45th.

The 44th was then held by Jim Bates, who was unseated in 1990 by Duke Cunningham. Duke Cunningham I believe was put in the 50th District, but instead moved up to Escondido to run in the 51st District. Cunningham resigned in 2005 due to corruption.

The man who replaced Cunningham was Brian Bilbray who represented the area currently in the 53rd but carpetbagged to Carlsbad.

If moving within a county is carpetbagging, almost every single one of us has been guilty of it.

It's an ideal city for ambitious outsiders.
