is there a district that is more third world than this one? I was driving up to Sacramento last week and went through a lot of the area in that district. It kind of reminds me of the peasant lifestyle that one sees in South America. Its basically a mix of hispanics and poor white conservative democrats that still vote for democrats.

I'm not sure what you mean, given that the 20th is mostly an Urban district (Hispanic Fresno and Bakersfield), but for the central valley in general, yes.

I guarantee you that virtually no whites in that district outside of Fresno/other cities vote for Democrats, at least federally.

I always thought a lot of poor, rural democrats from Arkansas, Oklahoma, and Texas migrated to that area, and, unlike other Scots-Irish Democrats, retained their voting habits.

No, they vote quite similarly.

The area reminds me of the southern plains with more Hispanics.

That was 2-3 generations ago and many have moved up the income ladder since. Whites moving from lower classes to middle classes aren't very D regardless of location. The last hurrah of the older Democratic days was 1976.

If you ever venture to like Friant, Shaver, Academy they mostly are the ones who own those vast acres of land and large houses.

 The white "bottom" is higher than the Hispanic bottom.

Tbh, it's a bit hard to tell whose ancestors were Oklahoman and whose weren't these days.
