That's good because Weld isn't one.

How so? Isn't he was generally regarded as a 'downsize the government' conservative with socially liberal leanings? Explicitly professing a libertarian ideology isn't what I mean by libertarian-leaning.

Except he didn't downsize government at all. He cut it by a measly 1.8% his first year then subsequently increased the budget roughly 17% by 1994. And social liberalism more often than not is the anti-thesis of libertarianism, there is nothing libertarian about affirmative action, gun control or special protections for gays for example. All of which of course Weld supported.
