Wonder if this was related to FOX's requirement for May 5 debate that candidates have filed officially to form exploratory committees.

I don't think so.  He was already rumored to be planning an announcement in mid-April.  My reading of Romney's intentions is that he doesn't actually want the campaign to start yet, but he has to form an exploratory committee now, so that he can start fundraising, and put up huge Q2 numbers in July, to impress the GOP establishment so that they'll rally around him.

So he'll spend the next few months fundraising but not actually campaigning.  I'm not sure if he'll actually agree to participate in the May 5th debate.  It could go either way.  I think it's possible that he'll say "Sorry, but it's too early to be debating", and may hold off on participating in any debates until the August debate in Iowa, held just before the straw poll.  I assume he'll want to participate in that one, provided that his Iowa poll numbers hold up between now and then.

The August debate in Iowa, and subsequent straw poll may end up being considered as a sort of unofficial "starting point" to the primary campaign, or at least a turning point, at which all of the candidates are now fully engaged in the campaign.
