Simple really, each state gets 3 senators, elected at 2 year intervals, based on proportional representation.

This would likely mean each senator has 1 D senator, 1 R senator, and 1 swing seat.

At first I thought it was a dumb idea, but it could be interesting. Partisans in all (most) states would have a Senator to represent their interests.
