Does this bill need to be re-introduced or can it be considered passed since it had three AYE votes in the last session?

My understanding was it passed 48 hours after Inks opened the voting (vote opened Sep 18) with 2 Aye votes as Inks didn't suspend the vote it and would have then became law after 7 days. I think it's safe to say it passed.

The Governor's analysis is correct.  The bill is now statute.
