I think the fact FY 2009 WAS created under Bush's watch, and the resulting recession plus (in a laudable act of honesty) placing the costs of the Iraq and Afghanistan wars "on budget", jacked up the deficit beyond measure more than the stimulus package. Getting rid of record surpluses for record deficits in the early 2000's is Daniels' (and of course W's) legacy from the job.
