Nothin' for Kennedy?
Not that I'd put him either, but I guess I have somewhat of a bias for him.
Anyway, it'd most likely be Reagan was he was mentally coherent, though I think all four could be reasonably competent.

However Bill Clinton (hell not that crazy wife of his) would be my 2nd choice.
