If the Administration has the guts, this would be the perfect time to simply ignore the War Powers Resolution and bring the issue of whether it is constitutional to a resolution.

My personal view is that the committing of U.S. armed forces to a fight outside U.S. territory absent a declaration of war should only be in defense of U.S. nationals or the territory or nationals of a nation of which we've entered into a mutual defense treaty with.

Whether we are doing so in Libya depends upon whether United Nations Security Council Resolution 1973 is a valid use of the powers granted to the Security Council under Chapter VII of the U.N. Charter.  The peace was indeed breached, but it was not the international peace that was breached.
