This proposal was a result of the recent tsunami in Japan. I think it would be wise to be prepared, just in case of any natural disaster that may threat nuclear safety.

Also, I'd like to thank tmthforu for helping me with this bill.

Is the bill possibly a little vague? Just niggles on my part, I'll admit, but "a complex plan" can mean a lot of things...

That said, that's really a semantic issue - purely on the merits of the principle this bill has my support.

I know, but as I believe, neither of us is anywhere close to be an expert on this field, so it's better to leave specifics to the named institutions, while we are giving them a mandate.
