They discouraged an evacuation? That goes beyond simply making a prediction wrong.

If you make a prediction thinking it is likely correct, you're going to give advice based on that prediction regardless of whether or not your prediction is actually correct.

In a similar vein, any judge who wrongfully convicts someone should face charges of kidnapping, and false imprisonment.

Dude it is an earthquake and not a hurricane.  Now if the earthquake was powerful enough to spawn a tsunami and they didnt evacuate then it would certainly be a case.

That's the point IMO.
The former chief of the Protezione Civile (those responsible for all kinds of emergiences) at the time said that their consulence was "just done for the media", which makes it all the worse, since it shows how the whole topic was treated with tragic superficiality.
