He doesn't sound like someone that's thrilled about running: "For me the question right now is whether it's a good idea for me to go back into this sort of life." He also said he'll make a decision by Labor Day.

I think the only way he'll run is if it looks like he's the Democrats only shot at winning this seat. That being said, I don't think he'll run.

Feingold is popular and still likely to win.  He's not some has been like Tommy Thompson.

Speaking of Wisconsin, if the Illinois GOP lured Rick Santorum to run for Senate, would he do better or worse against Dick Durbin than a real Illannoyan?  

It would be a similar strategy to 2004:  Keyes was selected to run against Obama because they are both black while Santorum would yang perfectly to yin Durbin because they're both Dicks.

His political capital is hardly expended and is a favorite of the left, in a state where buyers remorse is setting in big time. Sorry but it's unlikely people will simple ignore a viable candidate for the senate or governorship just because he narrowly lost in a Republican wave year.

I was on record as unenthused about a Feingold comeback considering he's never been electorally secure, and likely would be vulnerable in another inevitable bad year for Dems, but his polling numbers are head and shoulders above the rest of the WI Dem bench for the seat. Most other candidates would result in a toss-up/lean Dem election, IIRC, and likely front-runner for the nomination Tammy Baldwin would make it a true toss-up (as much for her hard liberalism as her sexual orientation, IMHO; she'd be the penultimate "Madison liberal" for Republicans to campaign against).
