If you haven't noticed, you aren't the only one who is in need of action on my part that has been forced to wait these past four or five days. Tongue

Cloture doesn't work on the initial 72 hour hard minimum debate time, atleast not from my interpretation of the OSPR. Also cloture requires a vote and the whole point of this is to speed things up. The second bolded line essentially allows the PPT to avoid having to do the cloture vote on literally every god damn bill regardless of how many support it. The point is, in a game like this, the only time there is a need for this process of cloture is if debate hasn't finished and someone wants to continue while others don't. The bulk of the bills we deal with aren't so and as such when considering the practicalities, this is just a time waister on most items.

I was referring to the alleged typo Article 5. I don't want to include a change to something that is correct already. Dallas and I ran across this about six weeks ago and I intended to include a correction in this amendment if one was needed. Where is Marokai Blue, he has a "thing" for certain portions of the OSPR, what about this one?

Such would be appropriate in my opinion. Though off the top of my head I haven't many ideas right now, though I have in the past I think. While I am refreshing my apparently declining memory, ideas from yourself and others would be welcomed.

Since there have been no substantive responses on the matter, I plan to offer an amendment tomorrow to fix what I think is an error currently in the OSPR in Article 5.

The first three changes fix what is clearly the result of a lazy copy and paste job by someone. For example, there is no clause 4 in Section 1 of Article 5 and clause 3 isn't really related. Clause 3 and 4 of Section 1 of Article 4 would make perfect sense though, to be referenced here.

1. Limit the PPT to only allow him to use the slot in a defined set of circumstances.

and/or:

2. Split the slot





We also need to establish procedures for the proper handling of the FPR (Foreign Policy Review) so that it can be debated in an effective and efficient way since disagreements formed in the last debate and lack of directly related procedures became a hindrance. This can be handled numerous ways. 

1. Apply normal procedures to the it.
2. Create its own separate and specific procedures (probably the most effective since there are aspects about it that are very different from normal legislation.

what do you think about allowing the PPT to open an extra slot? Senators could then object and close it if they feel the issue is not deserving of emergency status, and once the issue is completed, that slot disappears rather than being filled by new legislation.

Interesting proposal. I think the President-elect might want to opine on this as well since he mentioned a desire to deal with issue of emergencies as it relates to the Senate.
