I would appreciate it if Gustaf would sticky this thread as soon as possible.  I will unlock this thread as soon after midnight Central Time (1 a.m. Eastern Time or 06:00 GMT) as I can so that voting may commence.  Voting will end as 11:59 pm Central time on Sunday, December 12 (12:59 am Eastern Time on Monday, December 13).  You must be a validly registered voter of the Southeastern Region during the entire time this ballot is open in order for your vote to be valid.

There are four initiatives up for a vote on this ballot, each proposed as per the sixth section of Article I of the Southeast Constitution.  These initiatives are numbered #2 thru #5 and the text of each is given below.

Official Ballot
Please vote either Yes, No, or Abstain on each initiative.  The use of other phrasing will not neccessarily render the ballot invalid, but may subject it to interpretation.

Initiative #2 (Independent Judiciary Amendment):
Initiative #3 (Southeastern Symbols):
Initiative #4 (Monthly Initiative Amendment):
Initiative #5 (Married With Children):

Initiative#2
Independent Judiciary Amendment Initiative

Shall the Southeastern Constitution be amended as follows:

§ 1.  The second section 5 and sections 6-9 of Article I shall be renumbered as sections 6-10.

§ 2. The phrase "chief officer" in section 7 of Article I shall be replaced by "chief executive officer".

§ 3. The phrase "the Lieutenant Governor or federal Senator" in section 7 of Article I shall be replaced by "the Lieutenant Governor or the Magistrate".

§ 4. The follwing section 11 shall be added to Article I:
"11. The Governor may nominate a Magistrate subject to approval by the majority of voters at the next election at which an initiative could be voted on."

§ 5. The first sentence of Section 2 of Article II shall be replaced by:
"The Citizens of the Southeastern Region may recall any regional official."

§ 6. The following Article V shall be added to the Constitution:
"Article V: Regional Judicial Authority

"1. The Magistrate of the Southeastern Region shall serve until either his resignation, recall, or the approval by the voters of a replacement nominated by the Governor.

"2. The Magistrate shall be the chief judicial officer of the Southeastern Region and is responsible for the adminstration of the courts of the Southeastern Region.

"3. In the event that the office of Magistrate be vacant, the Lieutenant Governor shall have authority to act in his stead only on such matters as will not admit of delay."

Initiative #3
Southeastern Symbols Initiative

To serve as representative icons of the Southeastern Region, shall the Southeastern Region adopt -
(a) the mockingbird as its Region bird;
(b) the longleaf pine as its Region tree;
(c) the magnolia blossom as its Region flower; and
(d) the quartz crystal as its Region gemstone.

Initiative#4
Monthly Initiative Amendment Initiative

§ 1. The second sentence of sixth section of Article I of the Southeastern Constitution shall be changed to read: “The Governor shall have the authority to propose any Initative, which shall be voted upon at the next Initiative election,”

§2. The second sentence of the first section of Article III of the Southeastern Constitution shall replace the word “Gubernatorial” with “Initiative”.

§3. The following sentences shall be added to the end of the he first section of Article III of the Southeastern Constitution: “Initiative elections should be held on the third weekend of each month beginning within 12 hours after midnight Central time on Friday morning and ending at 11:59pm Central time on the following Sunday night.  Initiatives that receive a tie vote shall be voted upon again in the next Initiative election without the need to be reproposed.”

Initiative #5
Married With Children Initiative

   All provisions under the tax laws of the Southeastern Region and of any subdivision thereof that currently apply to married individuals shall apply to such individuals only if both spouses are the legal parent of the same child.  The term “legal parent” means either a biological parent who has not surrendered custody or an adoptive parent who adopted said child while the child was a dependent minor.  The status of legal parent under this initiative is not ended upon the attainment of either the majority or emancipation of the minor.
