Will the federal government ever begin to take up harsher laws to prevent and punish Animal Cruelty? Would any such laws face opposition, or would they likely be bipartisan/nonpartisan? Could this become a bigger political issue in the future?

I think even Animal Rights activists would be hard pressed to point out a law that could get passed on the Federal level that they wouldn't be able to get passed on the State level.  Other than possibly some tougher laws and regulations concerning animal husbandry, I don't see anything likely to happen at the Federal level.
